The jelly is all under the popcorns and cream blockers, so you need to clear them all to complete the level.
When you unlock the four wrapped candies given at the start of the game, try to get them sitting on the popcorns before they explode, unlocking them one or two at a time is best, but not always possible and it's easy to lose them without them hitting the popcorns at all.

Wrapped candies are always best for growing popcorn as long as you can get them next to the popcorn before you match them. Stripe/wrap combos are also very good.
Once you get two colour bombs together you can switch them which will grow all the popcorns by one stage.
Attack the popcorns from both the side and top once you get the cream blockers cleared a little. You won't have too many moves to spare so switching the colour bombs together is possibly the only way you will clear the popcorns in the moves allowed.
